Circular economy: PLS replied to the consultation from the European Commission

The objectives of the consultation were to identify the obstacles to the development of circular economy and the measures that could be taken at the EU level. Apart from revising the legislation on waste management, it seems that the new strategy aims to offer solutions to act at every stages of the production and consumption processes. A good news for green organizations which were regretting the withdrawal of the circular economy package in December 2014.

 

Solutions defended by PLS

As a defender of an integrated approach for public policies in Europe, POUR LA SOLIDARITÉ proposes to include circular economy principles throughout the phases of production and consumption. Therefore, in its answer to the consultation, PLS called on the Commission to:

  • Reinforce EU legislation in favour of social enterprises and entrepreneurs, developping circular economy principles by redirecting investments toward prevention, recycling and reuse objectives;
  • Set up incentives such as environmental clauses in public market; 
  • Develop indicators at EU level to measure the societal impacts of circular economy;
  • Encourage social enterprises, which are pioneers in the development of circular economy and promote new management methods like clusters of social innovations
  • Increase secondary raw materials markets by protecting them from price volatility on primary raw materials markets; 
  • Ensure the exchange of information along the production chain and guarantee reliable data on the quality of secondary raw materials; 
  • Increase cooperation with the retail industry to improve waste management;
  • Reinforce the access to information for consumers regarding production processes and the means to repair; 
  • Support civic social innovations (repair cafés, collective composts…).
